Description
ConocoPhillips Canada (CPC) is currently looking for a Cost Estimator to provide project cost estimating support in developing, reviewing, validating, benchmarking and delivering analysis to facilities engineering, debottlenecking project and construction management team in the Oil Sands group. This position is responsible for a wide range of project cost estimating and all associated functions.

Responsibilities
* Support and comply with the policies, goals, efforts, and programs of CPCs Health, Safety and Environmental (HSE) Management System. Ensure HSE issues are given primary consideration in all activities undertaken within area of responsibility. Unsafe acts and/or conditions, no matter in what area of responsibility, are to be reported so corrective actions can be taken
* Develop various types of estimates to establish budget for projects funding proposals at different gates using historical information and other sources.
* Ensure that all developed estimates are aligned with established work breakdown structures for all projects and comply with company procedure.
* Prepare presentation document for critical review and validation of project estimates developed by third parties.
* Responsible for conducting in house review and validation of all estimates with project engineers/managers, the management and business partners to ensure accuracy, consistency and quality.
* Provide estimating support to various stakeholders at all stages of projects.
* Writing various procedures - Guidelines for developing estimates, plan and basis of estimates, review and validation, benchmarking and related
* Interface with various stakeholders to ensure accuracy of all estimates.
* Thorough understanding of business processes, stakeholders involvements and their role, information flow and project scope and also ensure that developed estimates covers the entire scope of the projects.
* Establish contingency for all projects by following standard Risk based contingency approach as per AACEI recommended practices and related guidelines using Crystal Ball or @Risk software.
* Assist/Support project engineers/ managers with economic evaluation (NPV) of the projects.
* Establish key parameters such as equipment and material pricing guidelines, labour market updates, inflation, material take-off and other allowances, escalation philosophy, and site labour productivity factors.
* Reconcile cost of the closed/ completed project with the help of cost analyst/ specialist to establish cost database for benchmarking information.
* Develop standard estimating templates for all projects executed recurrently.
* Analyze/Utilize historical cost, schedule, man-hrs, productivity, installation factors, site specific factors and experience to produce accurate estimates.
* Work closely with cost specialist, project engineers, project managers and construction management team to help and assist on field changes evaluation, scope changes, trends, re-base lining of budget and any of the estimating requirements for new projects or on going projects.
* Monitor cost management of the project with cost specialist to prevent significant deviation of the project cost from the estimated cost.
* Develop in-house estimate for each CWP/IFC received from third parties/EP house for field execution.
* Validate general contractor's estimate for the contracted scope by developing / preparing in-house estimate for the similar scope and facilitates inputs to supply chain management group for the award of the contracts.
* Assist supply chain management team, construction management and project management team with any estimating requirements.
* Review all estimating deliverables with project controls supervisor and other stakeholders.
* Assist Project Controls Supervisor in developing process and structure for cost estimating management of modification and debottlenecking projects.
* Assist project controls supervisor and cost specialist on specific cost analysis support and any related project requirements.
Qualifications:
Basic/Required Qualifications
* Minimum Bachelor Degree in Engineering and/or Equivalent experience
* Must have experience working with EPCM or Client organization in the Oil & Gas Industry
* 5 - 10 years of sound applied cost estimating experience with Oil & Gas industry is essential
* Must have knowledge of oil sands industry wide cost estimating practices, regulations and market updates
* Sound hands on experience of industry standard cost estimating software, tools and systems
* Legally authorized to work in Canada on a regular full-time basis without restrictions
Preferred Qualifications
* Commitment to safe operations
* Estimating experience with SAGD Oil Sands projects would be preferred
* AACEI - CEP certification would be an asset
* Ability to develop and maintain strong relationships with various projects stakeholders
* Strong analytical, problem solving, technical, interpersonal and team working skills
* Knowledge of Monte Carlo Simulation and Crystal Ball/ @Risk Software would be an asset
* Familiarity with AACEI recommended practices for estimating would be an asset
* Knowledge of project development stages, procurement, project controls and construction execution practices is required
* Strong MS Office skills
* Strong written and oral communication, organizational and presentation skills
* Strong Excel macros and Pivot Tables skills
