Will Statement



Will:
Will be a Project Resource Analyst within the 2X Program Business Management Division/Project Controls Section and will report administratively to the Resource Group Supervisor and programmatically to the selected Project/Program Business Manager.

Responsible for supporting the development and maintenance of the project WBS and budget baseline.    Responsible for preparing and presenting financial reports and status. Supports analytical assessments, including lifecycle cost analysis, estimate to complete projects, and work force planning and reporting.    Evaluates variances, providing recommendations for corrective action.    Supports financial assessment for program financial reviews, which includes the Annual Operating Plan, Monthly Management Reviews, Institutional Business Forecast, Cost Phasing and Quarterly Reviews.   

Serve as an integral partner in the Project business team.   Provide project resource planning and analysis support to Programs/Projects within each Directorate in conjunction with the Project business Manager or Project Manager, as appropriate. Promote and foster best business practices in accordance with established Institutional practices.
• Reviews, develops and analyzes complex project/program task plan documents. Performs historical data searches pertaining to project expenditure history.
• Develops funding reports and researches funds status applying advanced knowledge in finance and business systems.
• Performs financial analysis required for discrepancies found in reports.
• Researches data and performs analysis in support of the development of complex project guidelines
• Partners with the lead Schedule Analyst in the development of related integrated network schedules.
• Oversees maintenance of the project website containing the central repository for all completed budgets and identifies and resolves issues.
• Analyzes complex financial information and partners with business partners to address anomalies and missing information.
• Prepares reports relative to budget creation and Estimates At Completion (EACs), analyzes findings and reports issues and recommendations to the business team.
• Creates funding documents at the request of senior business staff.
• Creates and produces complex reports relative to earned value reporting and conducts preliminary analysis in support of the lead PRA.
• Performs complex and varied job functions and activities within discipline.
• Works independently on important assignments and projects with only limited supervision, typically receiving only general instructions.
• Exercises discretion and independent judgment to compare and evaluate various methods, approaches, and resources and decide which will best accomplish each aspect of such assignments and projects.
• Work is evaluated upon completion for results.
• Responsible for completing significant project or assignment milestones.
• Actions and decisions will have a significant positive impact on a functional organization due to improvements in methods, use of technology, and/or policies and creation of additional work product that increases value of the functional organization.

Skills



Required Skills:
• Typically requires a Bachelors degree in Business/Finance, or related discipline with a minimum of 3 years of related experience; Masters degree in similar disciplines with a minimum of 1 year of related experience; or PhD in similar disciplines.
• Broad knowledge in one or more related fields of the following areas: resource management, program/project organization, workforce planning, business forecasting, and funds administration.
• Resourceful, self-motivated individual with excellent verbal and written communication skills.
• Ability to work independently with minimal direction and collaborate effectively with program/project management and technical organizations.
• Excellent computer and MS Office (PowerPoint, Word and Excel) skills.
• Good presentation skills.

Desired Skills:
• Extensive knowledge of applicable Laboratory policies and procedures, NASA policies and procedures, and government regulations.
• Knowledge of the JPL institutional financial system including all applicable Oracle applications.
• Prior experience with Task Plan development, Cobra and budgeting tools.
