CTA State Executive Director
California Teachers Association – Burlingame, CA

Position Summary - The California Teachers Association’s mission is to protect and promote the well-being of its members; to improve the conditions of teaching and learning; to advance the cause of free, universal, and quality public education; to ensure that the human dignity and civil rights of all children and youth are protected; and to ensure a just, equitable, and democratic society. The Executive Director is responsible for CTA's consistent achievement of its mission and financial objectives. The Executive Director acts on behalf of the Board of Directors in all matters involving CTA Officers, Board of Directors, Elected Leadership, Members and Staff as assigned in a governance structure. Responsibilities span a broad range of involvement with organizations external to CTA and with the entire structure of components internal to CTA. This position is the top executive management position for CTA, a union with 325,000 members and 450 employees throughout California. CTA is an affiliate of the National Education Association (NEA).

Duties, Responsibilities, and Core Competencies
Governance
• Keeps the Board of Directors informed on issues, needs, and operations of the Association.
• Recommends programs to the Board to implement and achieve Association objectives.
• Ensures and protects the CTA President’s role as prime spokesperson for the Association.
• Anticipates major issues that will affect public education and prepares appropriate responses for consideration by the Board and Officers.
• Supports the Executive Officers and Board members in their efforts to implement Association goals.

Staff and Personnel Management
• Understands the role of governance and staff in implementing governance actions and policies and makes assignments to appropriate departments.
• Evaluates performance of managers according to adopted policies and job descriptions.
• Demonstrates an understanding of the need for a diverse workforce.
• Supervises the internal labor relations program.

Financial Management
• Keeps informed of the financial status of the Association.
• Promotes competent and efficient business procedures.
• Evaluates financial needs and prepares budget recommendations for consideration within the established processes.

External Relationships
• Supports governance actions and policies to membership, local leaders, staff and public.
Communicates and works effectively with NEA staff.
Works effectively with other organizations.
Promotes support for the programs and policies of the Association from elected government officials.

Other Duties and Responsibilities
• Liaison to NEA.
• Serves as the State UniServ Coordinator.
• Oversees CTA political and governmental relations programs.
• Establishes and maintains relationships beneficial to CTA with outside organizations.

Qualifications
• BA or BS Degree. Advanced Degree preferred.
• Broad understanding of the critical issues and problems facing the public schools and the education profession in California.
• Experience with and broad understanding of professional teaching organization programs and services at local, state and national levels.
• Work-related education background including faculty experience in public schools preferred.
• Demonstrated organizing, negotiating and coordinating skills necessary to successfully complete complex group projects and activities.
• Demonstrated ability and willingness to face controversy and remain calm in crisis situations.
• Demonstrated ability and willingness to make sound decisions.
• Demonstrated ability to work well with a wide diversity of individuals and groups, including in a governance structure.
• Experience and background in labor unions.
• Demonstrated leadership ability in working with professional groups.
• Demonstrated effective verbal and written communication skills.
• Demonstrated effective interpersonal skills, including the ability to work effectively with the Association leaders, CTA members and staff.
• Demonstrated computer literacy and familiarity with CTA technology programs.
• Ability to obtain a valid California Driver’s License.
