Provides professional estimating, cost engineering, and project control activities for Kaiser Permanente construction and/or refurbishment projects for hospitals, medical offices, regional buildings and other medical facilities. Responsible for all phases of estimating, cost engineering and project control functions to include but not limited to: budget/feasibility, conceptual, preliminary, and final construction estimates; contractor bid reviews; change order reviews, analyses and negotiations; alternative analyses evaluation; productivity analyses; and use of cost estimating computer technology where applicable. Develops and implements project cost engineering standards and procedures. Establishes the project work breakdown structure.

Essential Functions:
Under general supervision, performs estimating/cost engineering and project controls of less complex assignments. Performs data analysis, identifies problems, and makes recommendations. With additional experience within one specialty, is expected to assist in the preparation of larger and more complex projects.

Assists in developing and preparing conceptual construction cost and budget estimates for all phases of construction. Includes estimating material cost, man-hours and revisions to existing buildings.

Develops and applies unit rates (cost and job-hours) to quantity takeoffs and to other cost assessment/reporting areas within multiple disciplines and/or other specialties. Assists in developing unit hour and pricing data for a specific discipline or other specialty including estimating parameters, factors, indices, productivity and craft distribution reference data, etc., based on direction provided by Senior Estimator.

Assists in implementation and maintenance of newly created measurement systems for given processes, analyzes performance metric results, and provides input relative to improvements.

Assists in completing budget estimates for construction documents that are 75% completed. Includes material cost, man-hours and subcontracted services.

Evaluates 100% construction documents to ensure the design is free of errors and omissions for subcontract bidding.

Performs itemized blueprint take-off for general conditions and items in CSI Divisions 2 through 16.

Analyzes scope of construction and prepares preliminary construction schedules in consultation with construction operations. Resolves any conflict with construction design and/or construction scheduling with appropriate personnel.

Obtains and verifies construction quotations for facilitation of construction projects, change order documents, addenda and contract change authorizations. Evaluates subcontract drawings and material submittals for conformance with contract documents and regulatory agencies. Obtains and verifies subcontract questions for construction projects and ensures compliance with construction documents.

With support from a senior estimator, provides professional guidance and support to Facilities Design and Construction project team members to determine the preliminary cost and feasibility of maintenance and renovation projects.

Provides value engineering and construction auditing services to Facilities Design and Construction major expansion projects completed by outside general contractors. (10%)

Works on assignments of moderate scope.
Works within accepted guidelines. Requires moderate planning and scheduling.
Qualifications:

Basic Qualifications:
- 2-4 years progressive experience estimating for commercial construction sites.
- Experience with ground-up builds, seismic retrofits, and/or tenant improvements on commercial construction projects such as office buildings, hospitals, etc.
- Working knowledge of policies, practices and systems.
- Frequent use and general knowledge of industry practices, techniques, and standards.
- General application of concepts and principles.
- Full use and application of standard principles, theories, concepts, and techniques.
- Bachelors degree in a field that provides a strong background in cost estimating, such as Engineering, Construction Management, or equivalent experience.
- Moderate hands on experience in construction industry.
Preferred Skills
- Certification through AACE International and/or ASPE preferred. Passing ASPE EP2 (estimating proficiency) preferred.
