The Area Health Information Manager coordinates, organizes and manages multiple Health Information Management (HIM) departments and supports those teams in the accomplishment of market leading performance in the areas of medical record practice, as it relates to data capture, regulatory compliance, release of information, records retention, maintenance and destruction.
Essential Functions:
- Manages and monitors performance by hiring and supervising assigned staff, providing comprehensive orientation for new staff and physicians, budget planning and resource allocation.
- Manages administrative support to the clinical areas and members within their areas in accomplishing organizational vision, goals and values.
- Manages and maintains the budget for the HIMS departments within the service area.
- Provides the development, implementation, and communication of policies and procedures for managing medical information in the region.
- Represents the medical record departments on appropriate regional task forces, such as the Forms Committee, Risk Management, and Confidentiality Committees in efforts to ensure that medical record policies and procedures are aligned with new regional efforts in associated arenas.
- Acts as a liaison between KPMAS and outside entities (i.e. hospitals) regarding medical information systems, policies, and procedures.
- Supervises periodic audits of the policies, procedures, and systems of the medical records area to ensure that they support the goals of the departments and the strategies of the region.
- Provides leadership and expertise in developing, supporting, and maintaining medical information systems.
- Manages systems of control to assure the confidentiality of medical information and the protection of the record in which it is contained.
- Develops, establishes, and maintains an efficient system for the multi-medical storage, retrieval, and retention of medical information.
- Participates in the development and implementation of automated systems providing medical information to KPMAS staff and providers.
- Communicates and coordinates medical information activities with the Information Systems department and provides input regarding the operational impact of automation.
- Develops and maintains medical information systems that provide the capacity for appropriately responding to requests for release of information.
- Ensures that patient record management and medical information systems and procedures comply with legal, regulatory, and accrediting agencies' requirements.
- Assures consistent application and/or implementation of policy, procedures, and systems.
- Provides updated regulatory and accreditation requirements and ensures medical information systems and operations compliance.
- Provides interpretation of and disseminates information on changes in requirements in a timely manner.
- Works in concert with Legal Services and Government Relations regarding legislative and regulatory matters.
- Provides input regarding the relevance and impact on proposed legislation to KPMAS.
Qualifications:

Basic Qualifications:
- Five (5) years of progressive medical record management experience and capability in a health care environment with integrated health care delivery systems, inpatient, ambulatory, and ancillary services required.
- Five (5) years of medical record management experience in integrated health care delivery system is required.
- Demonstrated experience in quality improvement, outcome measurements and business or operations analysis required.
- Bachelor's degree in health information technology, business administration, health care administration, or public health required.
- Demonstrated ability to work effectively and build relationships with senior management and physicians required.
- Demonstrated organization, facilitation, communication, and presentation skills required.

Preferred Qualifications:
- Skill and experience working in a labor management partnership environment preferred.
- Certification as a registered health information technician (RHIT) or registered health information administrator (RHIA) preferred.
