Third party spend accounts for ~60% of the Refining Strategic Performance Unit’s total non-hydrocarbon costs and so the Refining Procurement teams must play a key role in working collaboratively with the Business Unit (BU) to ensure this spend is managed competitively. The intent is to establish Procurement Supply Chain Management (PSCM) as a collaborative business partner, where engineering/technical experts work hand in hand with procurement professionals to deliver competitive sourcing decisions and a significant improvement in third party spend and productivity/utilization. This will be achieved through improvements within procurement and within the business line teams, where the sourcing need is initiated through activities in capital projects, turnarounds, and routine maintenance.

The Process and Systems Specialist will be responsible for supporting and/or leading the implementation, maintenance, and continuous improvement of the procurement pr ocesses at the Whiting Business Unit (WBU). Processes include sourcing, supplier management, purchase to pay, and contract management. This role will also support the embedding and continuous improvement of OneSource sourcing platform and the Contracts Repository.

• Accountable to the Procurement Process and Systems Supervisor for supporting the development and maintenance of efficient and effective procurement processes and resource guides.
• Provide expertise and be the main point of contact for the implementation and use of the ARIBA sourcing platform (OneSource), ensuring the ARIBA system documentation is current and the e-procurement process tools and procedures are documented and utilized by the end user.
• Supports the continuous improvement program for the SAP/ SRM/ Quadrem Procurement to Pay (P2P) processes and systems.
• Trains and coaches WBU Procurement and Refinery staff on the use of the P2P processes and systems.
• Works with the central procurement teams including the US Fuels Value Chain Procurement team and Procurement Shared Services team to input local requirements for Group and Segment level processes and systems.
• Maintain the accuracy of procurement relevant process and systems documentation.
• Develop an appropriate governance process for suggested process and system changes.
• Ensure the appropriate use of e-technologies, to include reverse auctions, e-tendering, etc.
• Uses detailed knowledge of end to end procurement processes to identify process gaps and to recommend improvements.
• Serves as an individual contributor and supports WBU efforts to establish and communicate vision and strategic direction for procurement processes and systems
• Routinely communicates with key site stakeholders to align direction between PSCM and the needs of the BU
• Develops a clear understanding of business requirements
• Maintain accuracy of the procurement end to end process flow diagrams
• Ensure process flow changes are properly approved and documented
• Ensures clear definition of hand offs and integration points with related business process flows
• Develops knowledge of WBU business processes and awareness of changes that affect procurement's end to end process
• Identifies relevant best practices to determine new approaches to procurement processes
• Facilitates cross functional teams in root cause analysis and uses performance feedback to drive improved process design.
• Provides end user support and user training for procurement applications (ARIBA, SAP, SRM, OYSTER)
• Tests application enhancements and develops operational knowledge before release to the user community. Prepares and delivers product training materials Provides linkage between WBU and BP IT management structure

High School Diploma required. Associates or Bachelors degree preferred.

• 3 to 5 years of experience in procurement and supply chain management
• Experience with system and process implementations.
