Without considerable management direction, supports Pharmacy IT Application, Data & Information Services delivery for one or more KP Regions & provides expertise in the areas of management & integration application/web development, change control, IT service transition, technology & analytics, pharmacy business & logistical processes, & system changes. Develops a broad understanding of customer business, service delivery & operational requirements; takes initiative to seek out technology approaches & solutions to business needs; advises & consults to supervisors & managers on technologies & their uses to improve business & operational performance; informs supervisors & managers on industry trends & technology developments. Develops, supports & promotes standard processes & architectures, technologies, technology integrations, & data analytics throughout Kaiser Permanente. Complies w/ industry standard application lifecycle processes; including requirements gathering, solution design & construction, testing, & production deployment & on-going maintenance. Makes members/patients & their needs a primary focus of one's actions; develops & sustains productive member/patient relationships. Maintains knowledge of & assures departmental compliance w/ Kaiser Permanente's Principles of Responsibility & policies & procedures, & applicable regulatory requirements & accreditation standards.

Essential Functions:
- Designs, enhances & maintains Custom Applications, User Interfaces, Web Content Frameworks, APIs, Data Models, Technology & Application/Services Architectures
- Assess, recommend & deliver custom built, vendor-supplied or combination solutions to meet current & future technical solution needs. Formulates specific IT implementation plans & evaluates their effectiveness
- Ensure maximum availability & performance of custom applications & provides expert advice for the delivery of short, medium & long term technical solutions to the pharmacy
- Manages projects as assigned & serves as a subject matter expert to other technical analysts as assigned; Delivers professionally written analysis of user requirements; documents source code, systems & procedures as well as run books or user guides
- Assists in the determination of goals & priorities w/ team, clients, or project management sponsors
- Provides complete resolution of escalated Tier-2 production problems; to include root cause analysis & prevention planning
- In addition to defined technical requirements, accountable for consistently demonstrating service behaviors & principles defined by the Kaiser Permanente Service Quality Credo, the KP Mission as well as specific departmental/organizational initiatives
- Also accountable for consistently demonstrating the knowledge, skills, abilities, & behaviors necessary to provide superior & culturally sensitive service to each other, to our members, & to purchasers, contracted providers & vendors
Qualifications:

Basic Qualifications:
- Minimum of 5 years of direct work related experience including development experience w/ C#, ASP, .Net, Java, JavaScript, HTML or other application development languages, methodologies & frameworks
- Minimum of 3 years of experience designing/developing, implementing & supporting solutions for complex applications in support of critical business processes
- bachelor's degree or equivalent experience
- Experience w/developing dynamic web applications utilizing ASP.net or Silverlight
Preferred Qualifications:
- In-depth technical knowledge & expertise in the following areas: architecture, design, development, deployment & support of enterprise Applications utilizing the Microsoft Development Framework & tools set
- Previous experience w/ enterprise software in a health care environment
- Knowledge of ANSI SQL & platform specific procedural derivatives such as PL/SQL, T-SQL, ISQL, etc.
- Experience w/ Data Architecture/Modeling &/or Database Design & Development
- Experience w/ all phases of the software development lifecycle
- Knowledge of design patterns & how to incorporate them into application architecture
- Service Oriented Architecture (SOA) design/development capabilities
- Experience w/ REST & WCF, as well as current UI, Web2.0, Rich Internet Application (RIA) & Mobile Development
- Familiar w/ Microsoft Visual Studio, Team Foundation Server & SharePoint Server or other Application Lifecycle management tools
- Minimum of 2 years pharmacy experience
