We seek an energetic and self-directed IT professional to provide plannning, expert solution design and integration oversight supporting a portfolio of Community Benefit, Research and Health Policy IT projects. This individual will be a core member of this newly formed ITfunction in the Corporate Services IT organization and play a key role in ensuring the successful implementation of our cross-functional, multi-regional projects supportingthe following programs:
- Care and Coverage for Low-Income People
- Safety Net Partnerships
- Community Health Initiatives
- Knowledge Development and Dissemination
- Research Analytics
Solution Consulting: includes consulting with Business Partners to define requirements and develop solution alternatives and estimates (Business Engagement Consultants) and translating client's business requirements into specific systems, applications or process designs for large complex IT solutions and integrating architecture (Solution Consultants) and assuring the integration of corporate business application architectures.
Essential Functions:
- Project $: up to $25M, including multiple sites or regions, or up to 10 interdependent work tracks.
- Business case development (at project and program levels)
- Participates in integrated systems planning and recommends alternative technologies that will enhance current or anticipated information systems that support overall corporate and business goals.
- Provide input on supply and demand management.
- Coordinates the development of comprehensive business cases with cost, service, and benefit dimensions of proposed projects that are used at management and executive levels for funding and scope decisions.
- Plans, coordinates and conducts the analysis of client business processes and functional requirements and the preparation of appropriate documentation to communicate and validate the information.
- Independently initiates, identifies and coordinates the analysis of complex client needs in project areas such as: new business operating models, innovative approaches to IT solutions support, market research of emerging or available product functionality and operational readiness assessment.
- Participates in the leadership of cross-functional and/or cross-divisional task forces to identify and document functional requirements, workflow, information sources and distribution paths, and system specifications.
- Develops the analysis and definition of efficient, cost effective solutions that support client business processes and functional requirements and resource costs.
- Advises clients on the consequences of actions. Communicates risks and ensures understanding of these risks. Jointly develops risk assessment of plan with client. Provides on-going communication.
- Complex projects or multiple projects of moderate complexity.
- Consults on the identification and definition of solution alternatives within the frameworks provided by Enterprise Architecture.
- Participates in Enterprise Architecture integration, partnering and coordination activities.
- Participate in release packaging decisions, evaluating potential negative impacts and recommending solutions for small or less complex projects.
- Provides leadership and direction to clients in consulting, planning, and marketing multiple, complex automated systems.
Qualifications:
Basic Qualifications:
- Bachelor's degree in a related field and/or 4 years of equivalent experience.
- A minimum of 8 - 10 years of experience in solutions consulting including defining requirements, developing solution alternatives and estimates and translating client's business requirements into specific systems, applications or process designs for large complex IT solutions.
- Proven expertise in requirement analysis & definition, solution alternative analysis, and solution design methodology and as well as experience with full SDLC
- Outstanding oral and written communication skills, as well as interpersonal skills.
- Experience in data warehouse, business intelligence and informatics tools and technologies.
PreferredQualifications:
- Master's degree in Information Technology or other Health Technology
- Prior Healthcare IT experience, large solution consulting/integration or program management experience, and/or 'Big 5' consulting experience highly preferred
- Experience and knowledge of implementation with systems to support the busienss functions of Community Benefit, Research and Health Policy.
