Kaiser Foundation Hospitals (KFH): A non-profit, public-benefit corporation that owns and operates hospitals in California, Oregon, and Hawaii; owns outpatient facilities in all states where they do business; provides or arranges hospital services; and sponsors charitable, educational and research activities.

Permanente Medical Groups (PMG): Partnerships or professional corporations of physicians, with one in each Kaiser Permanente Region. The PMG is responsible for providing and arranging all medical care and services in each of our Regions.

POSITION SUMMARY

This position, Standards Waiver Manager, plays an important role in the Enterprise Architecture and Information Management (EAIM) group. Enterprise Architecture is accountable for ensuring the consistency and stability of the technology environment at Kaiser Permanente. This role plays an important part in governing enterprise-wide IT standards and time-bound allowances for non-standard technologies and architectures (otherwise known as 'waivers'). This position is accountable for the waiver request and disposition processes, non-standard technology evaluation, waiver activity reporting, and standards adherence oversight for Kaiser Permanente. Responsibilities include analysis of waiver requests; management of requests through processes that involve a federated standards governance framework; analysis and synthesis of data from multiple sources to identify trends; oversight of activities associated with remediation of waivers such as roadmap development, re-evaluation of expiring waivers, recommendations to standards committees on outstanding waivers; status reporting of the waiver landscape; communications regarding waiver decisions; integration of waiver processes with contract and procurement processes.

This position is a customer service role as well as a technology role. This position supports requests from across Kaiser Permanente, including clinicians, program office personnel, regional staff and IT. This position will interact heavily with enterprise architects, peers within the Standards Management department, standards domain owners and their committees, contracts and procurement, Business Information Offices and IT functional areas.
Qualifications:


PRINCIPAL RESPONSIBILITIES

1. Waiver Process Management - utilizes and continuously improves the waiver request process, manages requests through the full lifecycle (requests, approval, disposition, communication), provides situational analysis, packages requests for appropriate standards committees to enable decision making, follows-up and ensures Service Level Agreements are met.
2. Waiver Analysis and Reporting - synthesizes waiver activity, industry trend information, standards catalog information and enterprise architecture strategies, making recommendations for standards management and enterprise architecture planning. Provides monthly reports on waiver activity.
3. Standards Adherence Roadmap Management - ensures all waivers adhere to conditions of approval and are accompanied by a remediation plan and associated roadmap to achieve standards adherence and compliance, if applicable. Checks in on progress of roadmaps with waiver owners and reports out on adherence progress.
This position will require significant analysis skills, emotional intelligence, collaboration and communication skills and technology competency. It will require dialogue and engagement with business persons from across the entire organization, enterprise, solution and project architects, program and project managers, contracts, procurement and IT executives. In addition, this position will require familiarity with architectural and technology terminology and concepts, and the ability to draw from broad experience in IT, hardware and software products, and solution alternative evaluations.

EDUCATION/EXPERIENCE/QUALIFICATIONS
BS/BA in Computer Science/Business Information Systems/Engineering/Business Management
15 or more years experience within IT with heavy exposure to technology
Demonstrated experience in positions requiring analysis and reporting
Demonstrated experience in positions requiring project management skills
Demonstrated understanding of trade-off analysis, technical debt and other decision-making concepts
Strategically oriented with practical execution
Experience in a standards management or governance function preferred
Excellent communicator, can work with many different lines of business effectively
Strong influencing and leadership skills
Well organized with analysis experience
An individual who gains respect and buy-in with excellent listening skills
Self-managing with strong attention to detail
Excellent collaboration and team skills
