Overall management responsibility for planning, budgeting, directing, and coordinating activities of the departments within Clinical systems: (Clinical Support, Clinical Applications, Clinical Ancillary Systems). Works closely with clinical leadership and clinical staff in determining how technology might assist in addressing their needs, then translates those needs into system requirements and design specifications. Serves as project director for major clinical systems initiatives. Assures that each department's goals are accomplished and in line with strategic initiatives. Understands how to leverage applications for competitive advantages. Works closely with Information Technology leadership team to evaluate and recommend changes for equipment, software, systems, processes and vendor relationships. Serves as a resource in evaluating policy and strategy for information technology.

DUTIES AND RESPONSIBILITIES

1. Direct, plan, design, implement and monitor all necessary activities for the successful leadership of multiple clinical systems projects and initiatives.
2. Responsibility for managing vendor relationships and conformance to contracts.
3. Identify business and clinical opportunities to extend information technology to enhance productivity throughout the organization.
4. Develop and manage the annual operating expense and capital budgets for each department within clinical systems.
5. Negotiate vendor software and service contracts, evaluating all expenditures to determine the most appropriate course of action.
6. Recruit, train, motivate, evaluate and retain a staff of highly skilled information technology professionals.
7. Create and maintain a teamwork environment conducive to productive output, successful staff advancement and a rewarding work experience.
8. Establish and enforce departmental policies, procedures and standards.
9. Develop and administer an effective Customer Service Plan which includes provisions to accept, record, prioritize, assign, track, resolve and report on customer service problems and issues.
10. Provide leadership and motivation to department team members.
11. Demonstrate and support the Methodist mission, vision and (ICARE) values.
12. Accepts responsibility for other duties as assigned.

EDUCATION REQUIREMENTS
Bachelor's degree in Computer Science, Business Administration, or related
discipline with an information technology focus required;
MBA degree or equivalent preferred.



EXPERIENCE REQUIREMENTS
' Ten years management experience required in a healthcare environment, preferably in Information Technology.
' Experience specific to implementation of clinical systems and understanding of clinical processes and workflows.
' Project management or project leadership experience.



CERTIFICATES, LICENSES AND REGISTRATIONS REQUIRED
RN Designation preferred.



SPECIAL KNOWLEDGE, SKILLS AND ABILITIES REQUIRED

' Strong understanding of how to leverage business applications for competitive advantage.
' Strong knowledge of computer technology, demonstrable skills in systems development methodology, and experience in implementation of medium to large-scale computer systems.
' Skill and ability to define and document technical alternatives and requirements with results that facilitate the selection of the most preferred solution from among alternatives.
' Ability to effectively serve in system selection process and manage vendor relationships.
' Proven ability to lead teams, including building cross functional teams.
' Skill in conceptualizing creative solutions, documenting them, and presenting them to senior leadership.
' Strong knowledge and understanding of business needs, with the ability to establish and maintain a high level of customer trust and confidence.
' Strong leadership skills that demonstrates ability to motivate employees; effectiveness in recruitment and retention of staff; mentoring employees for career advancement; and effectively handles managerial solutions, including planning, control, problem solving, and communication.
' Ability to delegate and monitor work assignments as well as hold staff accountable for completion of work assignments in a positive and effective manner.
' Strong verbal and written communication skills.
' Strong analytical and interpersonal skills.
' Ability to work under pressure and balance many competing priorities.
