Put your years of experience into a future of excellence. Postal Programs seeks a Department Manager to lead our Postal ETS programs at our Wilkes-Barre PA location. Successful candidate will oversee all aspects of program execution that has approximately 120 personnel, including four managers, and represents $20M in annual revenue. Responsibilities will include customer engagement, business strategy and development, financial (P&L) management, technical performance, task order proposal coordination and management, subcontract coordination and management, service delivery, and program staffing. Create an environment to foster business growth and collaboration within the OU, BU, Division, NGIS and NGC. Promote/apply EEO principles, respect work force diversity, and provide for the welfare of employees (including timely and accurate completion of HR actions) and their professional growth to attract and retain personnel.

The successful candidate will act as the primary customer contact for our Postal customers in Wilkes-Barre. A key responsibility of the PM will be to support and develop new business opportunities throughout the USPS by establishing relationships with critical customers at Wilkes-Barre and elsewhere. This position is also responsible for coordinating the preparation of work statements and specifications with Northrop Grumman Contracts and Pricing for submission to customer and working with other Northrop Grumman Postal Program DMs and solutions architects to develop new business to expand Northrop's offerings within the customer base.


Qualifications

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Bachelor's degree and 10 years' related work experience
- Prior program management experience
- Must have a successful track record of providing customer solutions that are integral in building and expanding core business
- Experience managing T&M contracts
- Ability to work effectively with business partners, both internal and external
- Strong technical aptitude with solid experience in managing medium to large government contracts
- Successful experience in building and managing senior customer relationships
- Experience successfully mentoring and managing task managers

- Strong verbal and writing skills
- Proven customer relations experience in achieving and sustaining customer satisfaction
- Successful track record of building and expanding business
- Ability to coordinate and oversee necessary activities in all operational support areas, such as human resources, financial management, strategic planning, subcontractor management, contracts administration, project planning & execution, legal, recruiting, and business development
- Must be able to obtain a Position of Trust designation
- Experience working horizontally and vertically in organizations in order to meet program and company objectives

Preferred Qualifications:


Candidates with these desired skills will be given preferential consideration:
- PMP certification
- Experience managing FFP contracts
- Knowledge of the mailing industry or direct USPS experience
- Demonstrated ability to maintain executive level visibility and working level relationships with senior customers and industry peers
- Ability to address customer challenges in data and application migrations from legacy mainframe environments to Postal's private cloud
- Experience managing programs in commercial segment
