Description
As part of the Cybersecurity and Enterprise Solutions Operating Unit within the Defense Technologies Division, Northrop Grumman is hiring for positions supporting the Navy and the CNIC Command, Control, Communications & Protection (C3P) Ashore (N61) PSNet Information Technology (IT) Solutions and Services.   The candidate serves as a key member of the Program Management Office staff and plans and coordinates preparation of program documentation, such as requirements, engineering drawings, product specifications, project schedules, and change requests, to ensure program requirements are met. Candidate will assist with the preparation of weekly and monthly reports for delivery to program and government management and provides support and training for project management and configuration management tools such as document repositories, Portfolio/Project Management systems and project web sites.
Responsibilities may include:
- Tracking, monitoring, and reporting status of requirements, change requests, documentation and deliverable, and implementation projects, including issues and action items.
- Assisting customers with documenting their information technology requirements and change requests.
- Reviewing work breakdown structures and compiling cost estimates from engineering groups and procurement.
- Coordinating data collection for change orders and prepares change authorization documentation for reviews by program and government personnel. 
- Organize, attend, lead and document change review meetings and CCB meetings. 
- Review and analysis of released engineering change data and coordinates changes with engineering, procurement and implementation activities. 
- Determine documentation required for each phase of project, based on the program's standards, and track delivery through associated reviews.
- Analysis of any proposed changes to the program's product catalog to determine effect on the operation, sustainment and integrity of the overall system.  
- Maintaining control of items such as the product catalog, purchase requests, inventory and other asset management records, sustainment and procurement plans, disposition of excess property.
- Ensure that project templates are complete, accurate depictions of the work to be performed in accordance with current program best practices
- Analyzing and reporting customer service metrics.
- Recommending process improvements to enhance customer service, increase efficiency, and drive down costs.
Position is contingent upon contract award.  Upon award, the office location will be determined.  Potential locations are the following:  DC, Arlington, Alexandria, or Herndon.

 

Qualifications

Basic Qualifications:
- 6 Years of project or Program Management Office experience with Bachelors; 4 Years with Masters.  4 years of additional experience may be substituted in lieu of degree.
- Candidate must be a US citizen; secret security clearance required; may start with an interim Secret security clearance. 
- Knowledge of project management principles, practices, techniques, and tools.
Preferred Qualifications:
- PMP, Six Sigma, ITIL Foundation and/or Configuration Management certifications are a plus.
- Highly skilled in MS Office, including MS Project.
- Expertise with Portfolio Project Management (PPM) system and a document repository and work flow system such as SharePoint.
- Ability to create and organize detailed process/procedural documentation for use by program team and to develop and delivery related training on the procedures.
- Excellent interpersonal and written communication skills; ability to collaborate with other team members; high degree of responsiveness in supporting several government customers
- Strong listening, verbal, analytical, and written communication skills; strong organizational skills and attention to detail.
