Description
Northrop Grumman is looking for an experienced Network Engineering/Implementation Engineering Manager and Team Lead to support a program in the New York City area. The position requires the candidate to work as part of, and manage a small team of network engineers to interface with the customer and user communities to gather requirements, develop solutions, and integrate to customer systems.
Responsible for working with his/her team and City oversight lead/PM to define the system requirements, develop a detailed design, and documenting the Enterprise System Architecture and network using the Cisco high-availability three-level hierarchical networking.  This position requires network design; security and system architecture experience (such Active Directory, DNS, Patch/Image Management, Fault Management, etc) as well as be familiar with multi-tiered network security requirements. Responsible for managing and assisting the network engineering team to develop design solutions in accordance with the documented requirements, developing and presenting design briefings, preparing design documentation requiring customer approval, providing/tracking project schedule milestones throughout the project lifecycle, conduct meetings with each agency and vendor personnel, prepare weekly status reports, identify risks and recommend mitigation strategies, prepare and present, as necessary reports, schedules, presentations to executive level personnel within the organization and agencies. Provide support to component project leads such as logging and recording, CAD, Radio, telephony and facility personnel. Coordinate the development of a requirements matrix in the areas of facilities needs such as rack and floor space, power, HVAC, cabling and wiring, network connectivity, network capacity and security and console layout space allocations. Responsible for tracking and reporting status of the Task Order schedule, including implementation, testing, training , facilities requirements, risks and deliverables to the Project Management Office (PMO).
 
 

Qualifications
Basic Qualifications:
Demonstrable understanding and experience designing and implementing data center networking is required, preferably for a major consolidate Police, Fire, and EMS Public Safety Communications Center.
Strong analytical, verbal and written communications skills are required.
Candidate must possess practical working knowledge of Public Safety (Police/Fire/EMS) voice and data application integration.
Practical working knowledge of programmatic skills, including scheduling and cost, are required.
Candidate must possess a solid understanding of public safety (Police, Fire, EMS Call Center and Field Operations) concepts of operations.
Proven technical writing skills are required.

Education Requirement
 
Masters Degree in IT/Computer Science, Electrical Engineering, or related disciplines and at least 13 years of applicable experience designing large scale communications networks and managing technical resource.  Additional years of related experience may be considered in lieu of degree requirement.
 
Position is based in New York City.
Relocation assistance may be considered for a highly qualified candidate.


This position is contingent upon acceptance of the successful candidate by the City's Project Management Team.
