Northrop Grumman Information Systems sector is seeking an experienced Capture Manager 3 to join our team of qualified, diverse individuals. This position will be located in the Washington, DC metro area.

Roles and Responsibilities:
- Northrop Grumman Information Systems, Federal and Defense Technologies division is seeking a seasoned Capture Manager (CM) to lead and win new business and critical re-competes for its HIT Business Units (BU). The CM will be responsible for leading pursuits with values typically above $25M, adhering to the Northrop Grumman Business Acquisition Process (BAP) and all other applicable corporate and sector policies and procedures.
- The CM will provide critical leadership from early capture strategy development through the post- submission phases of the BAP. The CM will formulate, communicate and implement an integrated capture and proposal strategy that provides the customer with a clear and defendable justification for selecting Northrop Grumman for the award.
- The CM will develop and implement capture plans, strategies, and budgets; have a firm comprehension of the customer's requirements, hot buttons, and issues; understand the strengths/weaknesses of our competitors; and develop/implement winning strategies that highlight strengths and mitigate weaknesses. Additionally, the CM will establish value- added teaming strategies and competitive pricing structures to deliver a profitable return at a winning price.
Qualifications
Basic Qualifications:
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Bachelors Degree. Additional 4 years of experience will be considered in lieu of degree
- Over 7 yrs of hands-on experience in Strategic Capture and/or Business Development and Program Management
- Proven experience leading and winning contracts either in the Federal or State & Local markets with knowledge of respective acquisition / procurement policies and regulations;
- Well versed in industry practices/trends/leaders
- Possess knowledge of our competitors; ability to motivate and energize a team to produce a winning solution
- Ability to develop and implement creative strategies into winning bids including a thorough understanding of price- to- win analysis
- Possess excellent written/verbal communications skills, presentation skills, organizational time management skills
- Team building skills, and display a strong sales presence.
Preferred Qualifications:
Candidates with these desired skills will be given preferential consideration:
- A proven track record of winning previous capture efforts
- Knowledge of federal and State & Local healthcare programs including public health will be helpful
- Knowledge of Northrop Grumman capabilities, processes, and procedures
