Kaiser Permanente Regional Clinical Services supports hospital, surgical, and inpatient mental health services for the Northwest Region. Our hospitals and surgical centers expect to leverage the power of our integrated delivery system to be the solution in heath care that is patient-centered, safe equitable, accessible, and affordable. In order to achieve this vision, every region must fully optimize the use of its technologies and systems. The mission of the Informatics Departments in Regional Clinical Services is to optimize the use of the systems across all of the acute and surgical care settings in order to achieve high priority goals in clinical care and business outcomes. The departments do this through diligent and conscientious attention to user needs, through partnerships with National and vendor-supported solutions, in the continued development and enhancement of the systems. We achieve those outcomes through partnerships in the Region with Northwest Permanente, Information Technology, and the Labor Management Partnership, and by applying solutions and medical systems to meet problem-oriented and opportunity-driven objectives.

Essential Functions:
- Operational and Informatics Expertise: Lead operational and information systems and system integration expertise in the analysis, development, training, testing, optimization and application of identified business and clinical systems.
- As the subject matter expert for multiple hospital-utilized systems and other interfaced applications, direct and recommend system solutions to regional leadership, clinicians, staff, brokers, employers, professional organizations and vendors.
- Project Management: Manage complex system integration issues and critical support / enhancements issues in the identified applications and systems.
- Collaborate with work teams, departments, regional leadership, clinicians, staff, and information technology to define needs, facilitate agreements and decisions.
- Plan execution of complex and large projects including user communication, support and post implementation review
- Application and Interface Enhancements/Development: Assess customer needs, research options, lead analysis design, test and implement application solutions. Examples of this work include: (1) develop tools to meet specific department, team or strategic needs; (2) design and create tools that optimize the decision support capabilities of the identified applications; (3) primary lead in working with business partners to improve the human-computer interface; (4) lead development of application interface solutions to meet informational needs of customers.
- System Configuration, Build, Installation and Monitoring: Lead the configuration of new features and modules for integration with installed applications.
- Direct and plan relevant workflow sessions and manage resulting workflow changes with senior business sponsors.
- Lead large complex configuration activities for complex functions to resolve problems escalated to the Hospital Administration, Informatics department.
- Set up and test configuration to resolve complex patient safety or business workflow problems modifications and cross application enhancements.
- System Testing, Training, and Deployment: To sustain efficient current and future functionality, provide leadership and direction for operational and information for new version upgrades, system integration issues, optimization of current functionality, and incorporation of new applications in the mental health, hospital and surgical services business lines and clinical systems.

Qualifications:

Basic Qualifications:
- Demonstrated experience managing small projects or taking lead role in supporting components of medium to large projects.
- Experience on at least two (2) major system Implementations (deployments).
- Bachelor's degree or four (4) years of equivalent experience in health care administration, information systems, business, a health care profession, library science, or information resource management.
- For identified applications that will be supported, attaining competency certification as available from the vendors that supply the applications.
- Demonstrated skills in complex project management.
- Demonstrated ability to lead and manage multidisciplinary teams through influence and collaboration.
- Demonstrated working knowledge of computer applications in business settings.
- Excellent communication and interpersonal skills.
- Must exhibit efficiency, collaboration, and candor, openness, and results orientation.
- Demonstrated working knowledge of medical terminology.
- Ability to Scope and estimate large complex enhancements.

Preferred Qualifications:
- Three (3) years of experience in supporting back office and front office applications and solutions and workflows preferred.
- Experience working with or at Kaiser Permanente preferred.
- Demonstrated experience leading a large multidisciplinary project to successful completion preferred.
- Direct experience implementing business information systems in the Northwest region preferred.
- Demonstrated experience with office software, e.g., PowerPoint, Excel, Word and/or MS Project, Visio preferred.
- Advanced degree in medical informatics, computer science or a related health care field, or related relevant experience preferred.
- Knowledge of functional areas and/or systems analysis preferred.
- Knowledge of research and analyses/design preferred.
- Demonstrated skills in conflict resolution preferred.
- Public speaking skills preferred.
