NEED:
The Quality Assurance Specialist (QAS) reports to the Quality Assurance Manager for the development, implementation, and maintenance of the quality assurance program for the Project. Additionally, the QA Specialist will monitor and document the effectiveness of quality control and quality assurance measures used throughout the Project.
JOB DESCRIPTION
Interacts with Project management and staff for coordination, communication, and documentation related to quality assurance.
Participates in the review of all documentation and submittals from the Contractors as it relates to quality assurance and quality control.
Monitors and evaluates the quality of planning and construction activities accomplished by Parsons and Contractors to ensure the work is in conformance with the contract documents and industry standards.
Identifies and reports quality problems or trends in construction of the project and approves, recommends, and/or implements appropriate quality corrective actions.
Maintains a database of all inspections, identified non-conformances, and corrective actions taken on the project.
Assists with Completion of the audit schedule and conducts periodic internal audits of the Project groups to evaluate conformance to established Project procedures and to evaluate the effectiveness of the implementation of those procedures. Issues findings (when required); preparing and issuing the final audit report, recommending opportunities for improvement; identify best practices and following up to verify that the appropriate corrective actions have been completed
Assists with Completion of the audit schedule and conducts periodic external audits of Contractors to evaluate conformance to the contract documents and Contractor quality control programs. Assists as necessary the Parsons' Construction Manager, Processing/Site Manager, the River Operations Manager, Field Engineers, Inspectors, and Contractors in the evaluation and correction of specific quality control problems and issues.
Assesses those procedures used to define and implement the basic functions of the construction management organization to assure that they remain effective and that they continue to meet the needs of GE and of the requirements of the Project.
Monitors inspection and testing activities to assure that these follow the quality standards established for the Project. Assures sufficient acceptable documentation is being recorded, maintained, distributed, and retained.
Works closely with the Construction Manager, Document Controls, and all Parsons' field personnel.
Qualifications
JOB QUALIFICATIONS
1 to 3 years experience in construction related quality control/quality assurance is required.
A B.S. degree in engineering or related field is required.
Must have an excellent working knowledge of industry practice and current technology used in quality control/quality assurance.

· Proven accuracy, reliability, and completeness in job accomplishment.
· Self-driven, independent works with minimal guidance.
· Ability to communicate effectively, orally, and in writing, with GE personnel, engineering personnel and consultants, construction management project staff, contractors, and vendors.
· Computer literacy with MS Office Software.
· Proactive in establishing an effective and well documented Quality Program.
