Description

Responsible for major subcontractors or major subcontracted systems. Directs and manages all cost, schedule and technical performance requirements that are levied on the subcontractor or the product family and is required to ensure performance and support of the contract milestones of the system. Acts as the main focal point to the subcontractor; briefs executive management and customer on the status and issues affecting performance or cost; and conducts program reviews with the subcontractor and program office. Responsible for and directs all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, subcontract management plans, negotiation strategy, budget responsibility and cost accountability. Makes decisions affecting the performance of the subcontractor. Establishes milestone objectives and manages performance to committed schedules and contractual specifications. Manages a program or a function within the larger organizational unit, setting & operating to objectives & providing guidance to subordinates based on goals, objectives & company policy. Advisor to various level managers and exempt employees. Helps meet established schedules or resolve technical or operational problems. Interprets, executes, and recommends modifications to organizational policies. Influences & impacts strategy through his/her role. Responsible for all projects assigned to the organizational unit. Acts as an advisor to subordinate supervisors or staff members to meet schedules or resolve technical or operational problems. Directly participates in establishing and administering many centralized functional projects. Develop and administers budgets, schedules, and performance standards. Exerts influence in the development of overall objectives and long-range goals of the organization. Frequent contact with various level managers and customer representatives concerning projects, operational decisions, scheduling requirements, or contractual clarifications. Conducts briefings and technical meetings for internal and external representatives.

Qualifications

Basic Qualifications:

A minimum of 8 years of procurement, subcontracts and supply chain experience.
 
--A minimum of a Bachelors degree from an accredited educational institution authorized to grant baccaulaureate degrees AND at least 24 semesters hours in business-related courses in any of the following disciplines:accounting, business finance, law contracts, purchasing, economics, industrial management, marketing, quantitative mehtords or organization and management.
 
-- Strong working knowledge of FAR/DFAR, and procurement documentation requirements in a US Government contracting environment.
 
--Experience with various contract types including firm fixed-price, cost plus fixed fee and time and material.
--Ability to work independently in an extremely fast-paced environment.
 
--Good interpersonal and teamwork skills.
 
--Ability to multi-task with well-developed organizational skills.
 
--Experience in leading projects and providing direction to junior-level staff members.
 

--Experience with proposal development and participation on new business capture proposal teams.

Preferred Qualifications:

-Masters degree from an accredited educational institution.
 
--Supply Chain Management Certifications.
 

--Experience with SAP.
